On July 10, the project of Linxens China factory with a planned investment of 2.1 billion yuan was topped off in Tianjin Binhai New Area (TBNA for short). The first phase of this project can achieve an annual output of about 2 billion smart card tapes, an antenna and embedded production of about 300 million pieces/year, and an LED, smart card and embedded component assembly production of about 1.5 billion to 2 billion pieces/year, effectively complementing the key links in the new-generation information technology industry chain in TBNA and further strengthens the industry.

Up to now, Binhai New Area has more than 1,000 new-generation information technology industry enterprises, which has become the leader and main gathering area for the development of the new-generation information technology industry in Tianjin. TBNA has two national demonstration bases for new industrialization industries, the country’s only network information security product and service strategy emerging industry cluster, i.e., electronic information industry (Tianjin Economic-technological Development Area, abbreviated as TEDA) and software and information service industry (Tianjin Binhai High-tech Industrial Zone, THT for short), as well as a number of national new generation of information technology industry development carriers including the "National Integrated Circuit Design Industrialization Base" and "National Torch Program Software Industry Base". According to the data provided by the Bureau of Industry and Information Technology of TBNA, last year, the new generation of information technology industry in Binhai New Area grew by about 5.8% year-on-year, accounting for 77% of Tianjin's volume.

Industrial chain exerts a magnet effect so huge projects are settling.

In the economic concept of the industrial chain, the organic combination and interconnection of the four dimensions of the value chain, the enterprise chain, the supply and demand chain, and the space chain form an "invisible hand" that regulates the formation of the industrial chain. The upstream and downstream enterprises of the industrial chain have formed a development force that cannot be ignored through division of labor, cooperation, complementarity and mutual assistance, and coordinated operation. In Binhai New Area, the new generation of information technology industry has expounded the concept of "industrial chain" vividly.

At the end of June this year, at a cloud signing conference for investment promotion projects, 11 projects including the Unigroup Guoxin Microelectronics Packaging and Testing Base Project and the Jinshan Office Tianjin Headquarters Project settled in THT. Take Unigroup Guoxin Microelectronics Packaging and Testing Base Project as an example, this is another time that Unisplendour CorporationLimited (UNIS) has extended its industrial reach to TBNA. In recent years, UNIS has launched a comprehensive strategic cooperation with THT. UNIS Headquarters, Unigroup Valley Science and Technology Industrial Park, Linxens China Factory, Unigroup Guoxin Packaging and Testing Base and other projects have been implemented one after another, and gradually formed industrial layout from "chip" to "cloud".

The advantages of the industrial chain drive the gathering of large projects. In May of this year, Tencent’s IDC data center project started in Binhai New Area. After the project is fully operational, it is expected to accommodate 300,000 servers and an annual output value of 3.8 billion yuan. As one of Tencent's eight major data centers in the country, the project will directly drive the development of cloud service equipment vendors and cloud service providers. It can not only meet the needs of local enterprises for computing power and data storage localization, but also improve data usage efficiency for local enterprises while providing strong support to ensure data security and protecting user privacy.

Dai Changjian, general manager of Tencent Cloud's North China Branch, once said that he would jointly build a Tencent Cloud industrial base with THT. It is hoped that through Tianjin’s policy support and Tencent Cloud’s platform, more Tencent-related industries can be attracted to Tianjin for development and landing.

In addition, a number of industry-leading companies, such as Huawei, Great Wall, Phytium, Kylin, Sugon, Zhonghuan Semiconductor, 360, and Nanda GM, have deployed upstream and downstream projects in the industrial chain in TBNA, further complementing the industrial chain and strengthening the overall strength of the whole industrial chain to make the new generation of information technology industrial chain here marked with an obvious "Binhai Brand".

Industrial strength is effectively enhanced and project highlights frequently appear.

According to Liu Huan, Director of the TBNA Bureau of Industry and Information Technology, although many industries have been affected by the COVID-19 pandemic this year, in Binhai New Area, Internet medical services, AI testing, robotic intelligent services, multi-modal intelligent identification, automated logistics networks, enterprise cloud office and other industries has led to frequent highlights of the new generation of information technology industry. As a "benchmark" enterprise in the industry in TBNA, Tianjin Phytium Information Technology Co., Ltd. was recently selected as the "Top Five" China's potential IC design company" at the "2020 China IC Leadership Summit". It is reported that the "China IC Design Achievement Award" issued by the summit is one of the most important technology awards in China's electronics industry. At present, the cumulative sales of Phytium chips have exceeded 500,000 pieces, and hundreds of complete products have been designed and produced while more than a thousand applications have been transplanted and optimized so a more complete ecosystem based on Phytium products is being built. Products are widely used in office, cloud computing, big data, finance, telecommunications, rail transit and other fields.

At the same time, Kylin Software, which is closely related to Phytium CPU, completed the integration in March this year, and officially settled its headquarters in Binhai New Area. Now, Kylin Software has established two centers for headquarters management and customized products, and is accelerating the construction of 7 centers including R&D and marketing. It has obtained the acceptance notice of "Kylinsoft" and "KYLINSOFT" industry-wide trademark registration applications from the State Intellectual Property Office.

In addition, a number of industry highlights have emerged in TBNA. In June, the Tianjin Information Technology Application Innovation Working Committee was established. Among the member units, enterprises in TBNA accounted for more than 80%; in early July, the Tianjin Information Technology Application Innovation Industry (Talent) Alliance was established, and 30 enterprises and institutions in TBNA including the National Supercomputing Center in Tianjin, Sugon, Kylin Software, Phytium, 360, Unicloud, Huawei, and Information Technology Innovation Center became members of the alliance; 6 key network security projects including Zhonghuan Intelligent Slicing and 360 Network Collaborative Innovation Base are supported by the bank-enterprise cooperation projects of national strategic emerging industrial clusters.

The new generation of information technology industry in TBNA is led by leading industries, driven by technological collaboration, and supported by platform energy-gathering empowerment, and has gradually stepped out of its own "Binhai development road".
