On June 8, Tianjin Customs and the Tianjin Municipal Bureau of Commerce jointly held a press conference on the Tianjin Customs Special Supervision Zone upgrading to Comprehensive Bonded Zone, and upgrade of the Tianjin Export Processing Zone, Dongjiang Bonded Port Area and Bonded Logistics Park upgrading into comprehensive bonded zones. The State Council's approval was notified.


It is claimed that on December 26, 2019, the "State Council's Reply on the Integration and Optimization of Tianjin Export Processing Zone to Tianjin TEDA Comprehensive Bonded Zone" agreed to the transformation and upgrading of Tianjin Export Processing Zone to Tianjin TEDA Comprehensive Bonded Zone; on May 15, 2020, the "State Council’s Reply Regarding Approval of Integration and Optimization of Tianjin Bonded Logistics Park and Tianjin Dongjiang Bonded Port Area as a Comprehensive Bonded Zone" agreed to transform and upgrade Tianjin Bonded Logistics Park into a Tianjin Port Comprehensive Bonded Zone, and Tianjin Dongjiang Bonded Port Area into Tianjin Dongjiang Comprehensive Bonded Area. In addition to the Tianjin Binhai New Area Comprehensive Bonded Zone, which has passed the inspection before, up to now, there are 4 comprehensive bonded zones in Tianjin with an area of 13.41 square kilometers.


The approval of the transformation and upgrading of the Tianjin Export Processing Zone, Bonded Logistics Park and Dongjiang Bonded Port Area into comprehensive bonded zones is conducive to Tianjin to give full play to the policy advantages of the integrated bonded zone and the free trade zone, and actively develop global bonded maintenance, R&D and design , cross-border e-commerce, service outsourcing, financial leasing and other high-end business forms, to create a processing and manufacturing center, R&D design center, logistics distribution center, inspection and maintenance center, sales service center with global influence and competitiveness. It will further promote Tianjin to improve the new pattern of comprehensive opening up, better connect the domestic and international markets, comprehensively enhance international competitiveness, and promote the diversified innovation, high-level opening, and high-quality development of Tianjin Customs Special Supervision Zones.


The comprehensive bonded zone refers to a specific functional zone established within the borders of the People's Republic of China with the approval of the State Council, which implements closed supervision, takes bonded processing, bonded logistics, and bonded services as its basic functions and grants supporting specific taxation and regulatory policies. It also has the most preferential policy at present. The special area with the most complete functions, the simplest procedures, and the highest opening level, as an important platform for China's open economy, and plays an important role in developing foreign trade, attracting foreign investment, and promoting industrial transformation and upgrading.


In recent years, according to the deployment of the State Council, the existing export processing zones, bonded logistics parks, bonded port areas, and eligible bonded areas should be gradually integrated and optimized into integrated bonded zones. On January 14, 2019, the State Council issued "Opinions on Promoting the High-level Opening and High-quality Development of Comprehensive Bonded Zones", proposing that "the comprehensive bonded zone should develop into a processing and manufacturing center, R&D and design center, inspection and maintenance center, sales service center and logistics distribution center with global influence and competitiveness. " It has given a new mission of reform and opening up of the comprehensive bonded zones. Tianjin actively applied to the State Council for the upgrade and optimization of Tianjin Export Processing Zone, Tianjin Bonded Logistics Park and Tianjin Dongjiang Bonded Port Area as comprehensive bonded zones, so as to improve the development level of Tianjin's special areas as soon as possible.


The reporter learned that since 1991, Tianjin has successively established 5 types of customs special supervision zones including Tianjin Port Bonded Zone, Tianjin Export Processing Zone, Tianjin Bonded Logistics Park, Tianjin Dongjiang Bonded Port Area, and Tianjin Binhai New Area Comprehensive Bonded Zone. In different periods, it has made outstanding contributions to the development of Tianjin's export-oriented economy. In 2019, Tianjin's special regions achieved a total import and export volume of 19.8 billion yuan, accounting for 27.2% of Tianjin's total import and export volume that year. From January to April 2020, a total of 55.86 billion yuan of imports and exports has been achieved, accounting for 26% of Tianjin's total imports and exports, and a special area of 0.15% of Tianjin's land area have achieved a high concentration of foreign trade entities in Tianjin.
