On May 6, Tianjin Customs' self-developed "Import and Exit Person Health Management Information System" was officially launched for one month. By leveraging big data, the average time for a single epidemiological investigation of Tianjin Customs was shortened to 3 minutes, and the overall customs clearance efficiency of flights was greatly improved.
The "Scientific and Technological Shield" is an independent research and development result.
In the past, the entry, verification, and statistical work of inbound passengers' health declaration materials were mostly done manually, which required a lot of manpower and time. Tianjin Customs combines big data collection with passenger entry and quarantine procedures, independently develops the health management information system for entry and exit personnel, makes good use of scientific and technological shields, and strictly observes the first line of defense of the national gate.
"The purpose of the development of this system is to replace human resources with technology. By keeping the big data of passengers and the customs operation information of different links in place, the original manual statistical screening mode is changed, and at the same time, the speed of supervision, the density and the accuracy of data are achieved." Li Ming, director of airport customs affiliated to Tianjin Customs, introduced.
Statistical speed accuracy achieves a qualitative leap.
At Tianjin Binhai International Airport, as soon as the flight landed, the inbound passengers began to disembark in batches for customs entry quarantine. In the customs quarantine area, customs officers sit in front of a computer and conduct an epidemiological investigation on each incoming passenger. By scanning the barcode of passenger health declaration, one can read all electronic data of passenger health declaration in 1 second. The entry-exit personnel health management information system automatically captures basic passenger information, and generates an electronic version of all quarantine documents required for passenger clearance in one pass, such as epidemiological questionnaires, sampling records, sampling notices, and transfer orders. At the same time, the system can also automatically check the collision between the passenger declaration data and the manifest system data. If there is an abnormal declaration, it can automatically alert and prompt to complete the automatic review of the declaration information.
Subsequently, customs officers conducted an epidemiological investigation on the inbound passengers. In the past epidemiological investigation, the customs officer filled in a lot of documents while making detailed enquiries. Now, on the basis of the system automatically fetching data, customs quarantine operations only need to enter new information. After the customs quarantine has been completed, the system can print a full set of documents with passenger-only barcodes through the one-key convenient printing function of the system. If there are no special circumstances, the transfer of a passenger can be completed in less than 3 minutes.
In addition to saving flow time, the system can also directly lock the key people concerned according to the judgments of other work links such as customs registration and quarantine, and mark the prominent position of the passenger health declaration card header generated by the system, which is convenient for follow-up with the local government to transfer different types of passenger. Taking an inbound aircraft with 300 passengers as an example, if there are no special circumstances, the overall customs supervision can be compressed to within 3 hours, and the overall customs clearance efficiency has been greatly improved.
At the same time, the background detection function of the system can realize the real-time tracking of each passenger's quarantine speed and operation time. Personnel outside the quarantine area can follow up in real time through the system background to master the quarantine progress.
The convenience brought by the electronic system is not only reflected in the on-site disposal link. "Electronics of the entire customs supervision link facilitates the digitization of subsequent data statistics." Li Ming explained, "The original data statistics work will not start until the flight is over and the paper documents are complete; now the flight is over and the data comes out subsequently."
Since the immigration personnel health management information system was officially launched on April 6, Tianjin Customs has assisted in the epidemiological investigation of more than 2,000 passengers through this system while both speed and precision have achieved a qualitative leap.
