The education system of the TBNA will carefully prepare for the start of the resumption of classes, effectively ensure that the start of school programs, logistics support, personnel support, health monitoring, environmental remediation, publicity and education are in place to guarantee the first batch of resumption of classes and stable and orderly COVID-19 prevention and control for the safety and health of teachers and students.

"One school with one case" policy uses details to interpretate the list of responsibilities.

Schools in the TBNA will establish a four-level prevention and control organization system for schools, grades, classes, and parents in accordance with the actual situation of the school. In accordance with the requirements of "one school with one case", it has repeatedly discussed and evaluated, and constantly improved the implementation plan for the resumption of classes, the work plan for COVID-19 prevention and control, and the implementation plan for education and teaching organizations. It will strictly regulate and seriously implement personnel entry and exit management system, student morning inspection system, absence registration and tracking system due to illness, student health management system, preventive disinfection system and school emergency public health emergency response plan, etc., to provide follow-up and guarantee for the resumption of classes . According to the relevant requirements for COVID-19 prevention and control, teachers and students must wear masks after the reopening of the third grades. Each school will set up an independent quarantine room in each campus, and 1-2 temporary quarantine rooms outside or near the building entrance. The independent quarantine room shall have independent entrances and exits with good ventilation, water supply and sanitation facilities, be equipped with and use basic medical and protective equipment in accordance with the standard, set up yellow medical garbage special garbage bins and pay attention to disposal.

After the resumption of classes, schools in the TBNA will implement 24-hour health monitoring and management of teachers and students, requiring teachers and students, serving logistics enterprise employees, especially education and guidance students, and insisting on "two points and one line" from home to school every day. They shouldn’t go to crowded places. In order to prevent personnel from gathering at the school gate, each school will set up a sufficient number of detection channels reasonably, and arrange sufficient personnel to conduct body temperature detection. Off-campus vehicles and personnel are not allowed to enter the school in principle. If they do need to enter, they must show the "green health code" and undergo a temperature test. Those with normal temperature can only enter the school after registering their real names. Schools must insist on the daily statistics of the attendance of teachers and students, and the timely registration and reporting of missed classes due to illness, and never allow sick students to go to school or work.

In terms of student dining, schools in the TBNA will properly extend the dining time, implement the differentiated dining, and minimize the density of students when dining. Schools implementing off-campus catering will implement the number of catering, catering methods and relevant requirements for epidemic prevention and control under the coordination of the district rear management center to ensure that catering companies can provide students with meals in a safe and quality manner after the resumption of classes. In schools in all development zones and Tanggu area where meals are served outside the school, all students eat at school at noon, and they are closed to prevent dining outside the school. In schools with no meals in other areas, students go home for lunch at noon, and noon inspection system will be strictly implemented to control entry.

Junior third and senior third students are taught in small classes.
