On the front line of the fight against COVID-19 pandemic in Tianjin Binhai New Area (TBNA for short), there are a group of people who are active in visiting enterprises. In a company located in TEDA MSD, the two new grid operators in the Tianjin Economic-technological Development Area (abbreviated as TEDA) conducted strict site inspections of the company's COVID-19 prevention and control. As the responsible unit of the 22nd grid where TEDA MSD is located, the Two New Office of TEDA have adopted a "one building and one policy" to establish a linkage and coordination mechanism with building property units and property management companies to implement 24-hour dynamic tracking management of buildings and halls. Public areas and key areas such as entrances and exits, elevators, and air conditioners are strictly managed for epidemic prevention.


Implementing grid management is a crucial response of TEDA in this special "battle". The TEDA divides the jurisdiction into 32 grids, comprehensively conducts COVID-19 prevention and control, and promotes the resumption of work and production. It has organized more than 1,600 grid members to go deep into each enterprise and each business to achieve "full coverage visits and tracking services."


The Binhai High-tech Industrial Zone also implements grid management. "How many employees are there today?" "How often does this disinfection blanket need to be changed?" As a grid member in the Bolong Lake area of the grid center of the High-tech Zone, Wang Zixin visits 15 companies every day and conducts two rounds of community inspections in the region. It is claimed that more than 50 grid members in the Huayuan, Bolong Lake, and Marine Science and Technology Parks of the Hi-tech Zone visit the communities, apartments, enterprises, and business units every day to communicate with the staff of various departments and grass-roots management units of the Hi-tech Zone to guide and standardize COVID-19 preventive and control measures, coordinate and handle problems.


Yang Qingyuan, Party Committee Office of the High-tech Zone, said that in order to increase inspection power, during the COVID-19 prevention and control, the grid center in the High-tech Zone formulated a special inspection work plan to fully utilize the advantages of the comprehensive inspection of the grid members to grass-roots by seeing people and asking questions. It carried out a full-cover carpet-type comprehensive inspection, coordinated with various departments, and discovered and resolved the problems as soon as possible to build a wall for COVID-19 prevention and control.

Schneider Merlin Gerin settled in the TEDA in 1987. It is the first factory established by Schneider Electric in China, one of the world's top 500 companies and the world's top electrical company. It mainly produces miniature circuit breakers. Schneider Merlin Gerin Plant and more than 80 other companies are in the 12th grid. The grid unit is the Development and Reform Bureau of TEDA. The director of the Bureau, Sun Hongyu, told reporters that after gradually returning to work in batches, company employees faced problems such as inadequate COVID-19 prevention supplies, inadequate supply of raw materials, and poor upstream and downstream connections in the industrial chain due to inconsistent resumption time. The Administrative Committee of TEDA solved the docking of materials purchase channels such as temperature measuring guns and masks for enterprises, sent some emergency supplies for enterprises, and coordinated the promotion of the resumption and production of upstream and downstream enterprises in the industrial chain so as to open up the industrial chain.


According to the relevant person in charge of the TEDA, in promoting the resumption of production and recovery of various enterprises, it pays special attention to the role of grid operations, coordinates and solves the problems of upstream and downstream supporting suppliers' resumption of work, and accurately provides services to help enterprises to restart production as soon as possible. So far, the resumption rate of enterprises in TEDA is 100%, and the resumption rate of enterprises with four qualified index is 99.6%. With the help of grid-based management, all walks of life in the TEDA are "revived".
