On the basis of fee reductions, exemption of domestic and foreign container storage fees, and the introduction of fee reduction service measures such as the "Daily Shift" of the Bohai Rim internal branch line. On March 27, eight fee reduction and service preferential measures were again introduced to truly support enterprises to overcome the COVID-19. By the end of 2020, the container transported by the Bohai Rim branch line will be exempt from port operation fees and storage yard usage fees. Reduction and exemption of import and export costs of inland enterprises will be implemented. By the end of 2020, the export container cargo collected by the Tianjin Port Group's inland service marketing network will be reduced or exempted from the related costs incurred due to customs clearance and transshipment and super free storage period; for inland services, imported goods collected by the marketing network are exempted from the related expenses incurred due to the pick-up of containers at the yard (overdue port clearance) and the free storage period. Reduction and exemption of sea-rail intermodal container loading and unloading fees will be implemented. For customers of sea-rail intermodal containers arriving on the special line of the Tianjin Port Group's railway, customers will be exempt from train loading and unloading fees from 00:00 on March 17, 2020 to 24:00 on June 30. It will reduce the cost of empty container allocation for shipping companies, and waive the use fees of the terminal warehouses from 00:00 on March 17, 2020 to 24:00 on June 30 for the empty containers that are transferred by the foreign trade liner company in Tianjin Port.
It launches beneficial measures to optimize the business environment for enterprises.
Two measures have been introduced to improve the storage capacity of reefer containers, including: Encouraging the reefer container to expedite port clearance, refraining from importing refrigerated heavy containers for domestic and foreign customers that are lifted from the terminal to which Tianjin Port Group belongs, and exempting the dock storage fee for the period from 0:00 March 17 to 24:00 to June 30, 2020. It will enhance the storage capacity of refrigerators, increase capital investment in accordance with the needs of the consumer markets in the Beijing-Tianjin-Hebei region and the “Three Northern” regions, increase the storage capacity of refrigerators by 100% compared with 2019, and solve problems for customers.
Two measures have been launched to optimize the port's business environment, including: efficient protection of waterway cargo transportation, continued implementation of epidemic prevention supplies, key production and living supplies, agricultural production supplies, priority navigation of ships, priority anchoring, priority operations, and priority evacuation. "Priority" measures ensure the smooth flow of loading and unloading at the port on the premise of good epidemic prevention and control. It will strengthen port coordination, innovate and optimize the import and export clearance process, and deepen the "shipping by the ship" and "loading directly at the port" operation mode. As for imported goods, as long as they are not controlled by inspection, companies can lift the goods directly at the ship; For the export cargo, it will implement the arrival at the dock, reasonably arrange the cargo to gather in the port within 24 hours before the customs clearance, and reduce the occurrence of "shipment" by the shipping company due to inspection.
