Tianjin Binhai New Area (the TBNA for short) was born as a result of reform and opening up. After being incorporated into the national development strategy in 2006, it officially came out as an administrative area in January 2010. In the past 10 years, TBNA has taken reform, opening up and innovation as the "root" and "soul", and tried policies, explored new paths, and made breakthroughs for the country's reform.

Accumulating "Binhai experience" for the nation

As a national comprehensive supporting reform pilot zone and the first free trade pilot zone in the north, TBNA aims at “pain points”, “blocking points”, “blind spots” that frustrate economic and social development, and “combination solutions” can implement a more active opening strategy, greatly release development potential and further advance comprehensive reforms. In accordance with the State Council's Overall Comprehensive Reform Plan for Tianjin Binhai New Area and the two “Three-Year Implementation Plan” of Binhai New Area, in 10 years, TBNA has started to implement three rounds of reform plans, and tried major reform initiatives in ten major areas. Through the reform, Binhai New Area fully exercised the right to independent development, independent reform, and independent innovation. In this reform, 1,056 people competed for 24 deputy director positions in the administrative committees of each development zone, and a total of more than 2,500 cadres in each development zone competed for employment.

As the national reform and opening-up front, Binhai New Area is undertaking the task of reforming on a trial basis.

On May 20, 2014, the Binhai New Area Administrative Examination and Approval Bureau was formally established. All 216 administrative examination and approval functions of the 18 departments of the Binhai New Area Government were assigned to the Administrative Examination and Approval Bureau. It was the first in the country to crack down on the siege of the "public seal siege city" and achieved a major breakthrough in the field of the administrative approval system reform; On September 11, 2014, Li Keqiang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council, visited the office hall of the Administrative Examination and Approval Bureau of Binhai New Area to investigate. After the breakthrough, the reform of Binhai New Area continued, and the single-window full acceptance was realized. The standardization, facilitation, and intelligence of administrative examination and approval were achieved, and the reform of the "one system, three mechanisms" examination and approval system was deepened...

In 2019, the TBNA further promotes the comprehensive reform of "one enterprise, one license", integrating multiple administrative licensing matters involved in the operation of a variety of industries by a market entity into one administrative license that contains relevant administrative licensing information, and realizing the opening of business after obtaining a license.

"I didn't expect that it was really too fast. It took only 3 working days from the submission of documents to getting the certificate, which was half a month earlier than expected." Feng Xianwei, manager of Zhongheren (Tianjin) Catering Management Co., Ltd. was very excited. The restaurant he runs is about to open, and the rent is 1,500 yuan per day. Exploring new roads in Tianjin Pilot Free Trade Zone

The reform of the statutory bodies of the Tianjin Pilot Free Trade Zone has also officially started. The Administrative Committee of Tianjin Free Trade Pilot Zone is the first Free Trade Pilot Area Administrative Committee to carry out statutory agency reforms. Here, a management model with flexible mechanisms, efficient operation, and market-based remuneration will be established to cultivate high-level talents.
